How To Search Lucas County Arrest Records & Mugshots at No Cost

If you’re trying to locate someone who has been recently arrested or want to find out if someone has been incarcerated in the past, the Lucas County Sheriff’s Office is the best place to start your search.

The sheriff’s office maintains the county jail, the Lucas County Corrections Center.1 This facility houses mainly pre-trial inmates who have been charged with felonies.

After trial, most jail inmates are transferred to state-run prisons. Some inmates of the Lucas County jail may be awaiting transfer post-conviction.

If you’re unable to find the jail records you’re looking for through the sheriff’s office, the next best step is to contact the law enforcement agency in the jurisdiction where your search subject may have been arrested.

Find Out if Someone Is in Jail via the Lucas County Sheriff’s Office

Unlike many other sheriff’s offices across the country, the Lucas County department does not host an online inmate search tool.

Instead, you can find out if someone is currently incarcerated in the county jail by checking the  Lucas County bookings summary posted by the sheriff’s office.2 The Lucas County Sheriff’s Office updates this online directory of current inmates every three days.

The summary includes a list of all current inmates of the Lucas County Corrections Center, along with their charges and a booking photo. This makes the booking summary a good way to find someone’s mugshot. Inmates are listed on the summary alphabetically by last name.

How To Obtain Free Lucas County Ohio Criminal Records

By running a free criminal record check, you can find out information about someone’s past — including information about any warrants, court cases, or probation sentences.

You can look up someone’s criminal record by examining Lucas County public records maintained by the Clerk of Courts, as well as by consulting with other agencies in the county.

This resource will explain the most efficient ways to locate this information.

Find Lucas County Criminal Records Through the Clerk of Courts

In Lucas County, the Court of Common Pleas tries felony criminal cases, as well as civil cases in which the dollar amount in question exceeds $15,000 (along with some cases involving lower sums of money).3

The Lucas County Clerk of Courts is the main record custodian for the court. This office allows users to search the court dockets online.4 You can choose to search by case number (if you know it) or enter a party’s name to find matching records.

If you’re searching using a common name, you can narrow down the results by selecting “CR” from the drop-down list for the “Case Category” field. This will specifically pull up criminal case records.

Screenshot of the search by case number and criteria tool with corresponding fields, and results for search by criteria listing the case numbers and names of individuals.

To view information about a particular case, you can select a hot-linked case number. The website will then display another search field that you can use to enter a date range for desired records. To see all the records related to the case, you can select the “Continue” button.

You’ll then be able to see a complete summary of the criminal court proceedings, including information about the charges, judgments, and sentences.

The Lucas County Clerk of Courts website also features a searchable criminal docket page that you can use to find a listing of cases heard on a given day. However, you can’t pull up any documents with more information about each case using this option.

If you want to order paper copies of criminal court records, you can do so by visiting the clerk’s office in person or by submitting a request via phone, email, or mail. Records cost $0.10 per page, plus an extra $1 per document for certification. You can submit your request to find out the total cost and make payment arrangements (the office accepts cash, personal checks, money orders, and credit cards).

Here’s the address for visiting or mailing in a copy request:

Lucas County Clerk of Courts

How To Obtain a Background Check Report in Lucas County Ohio

A background check report includes information about someone’s identity and criminal history. Background checks are commonly performed for professional reasons, such as to screen potential employees, tenants, volunteers, or licensees.

According to the U.S. Fair Credit Reporting Act (FCRA), the written consent of a professional background check subject must be sought and obtained before you can order one.7

If you’ve been instructed to undergo a professional background check, there are two options in Lucas County.

For one, you can schedule an appointment with the Lucas County Sheriff’s Office to have your fingerprints taken (fingerprint-based checks are known as Level 2 checks).8 The sheriff’s office will then submit your fingerprints electronically to compare them with either a state or a federal database. The office will share the results with your would-be employer, landlord, etc.

These checks cost $30 for a comparison with the Ohio Attorney General’s Bureau of Criminal Investigation (BCI) database. A check using the Federal Bureau of Investigation’s (FBI) records costs $40. Additionally, for $5, the sheriff’s office will simply provide you with a card with your inked fingerprints on it. All fees must be paid in cash.

Alternatively, you can request a Criminal History Record Check through the Lucas County Criminal Justice Coordinating Council. Depending on what’s required, you can order a local Northwest Ohio check for $10, a BCI check for $37, an FBI check for $39, or a combined BCI/FBI check for $61.

You can order one of these checks by using the Request for Criminal/Traffic History form. The person or business requesting the check will provide you with an authorization code to include on the form.

You can submit the form to this address by mail, along with payment in the form of a money order or cashier’s check:

Toledo, OH 43604

You can also visit this address in person to order a background check and pay using cash or a credit/debit card.

You’ll also need to schedule an appointment for the fingerprinting services by calling 567.200.6839 or emailing [email protected].

It’s also possible to compile a background check report for personal reasons — such as to find out more about someone you want to date, a new neighbor, etc. You can do so for free by using all of the free public records search methods discussed in this resource.

You can also visit the Lucas County Sheriff’s Office to purchase a criminal history clearance letter. This letter will include any information from Lucas County public records — and those of other northwest Ohio counties — about criminal activity associated with your own name. You must visit the sheriff’s office to request this kind of background check, which costs $8 (payable by cash).

You can make an appointment online via the sheriff’s office or contact them for further inquiries:

How To Review Lucas County Criminal Records Through State & Federal Resources

If you feel like you’ve exhausted the options for looking up public records in Lucas County concerning criminal activity, there are some state and federal agencies worth checking out. Several options are briefly outlined below.

How To Access Public Court Records in Lucas County Ohio

The Ohio court system is best explained from the top down.

At the top of Ohio’s court system is the state’s Supreme Court. This court is responsible mainly for interpreting the state’s laws in the context of hearing appeals from other courts in Ohio. The Supreme Court website includes a docket database that you can search to find information on cases dating back to 1985.

Below the Supreme Court is the county’s lower Appeals Courts. Lucas County is in the Sixth District of the Courts of Appeals, and the court hears cases at its headquarters in Toledo. You can use the Sixth District Court of Appeals online search tool to find records on court decisions.12

In addition, you can search Sixth District Court of Appeals records on its app, which is available in the Google Play store and the Apple App Store.

Moving on to the Lucas County court system you’ll find the Common Pleas Court. This is a trial court with several divisions, including a family court that handles divorce and child support cases, a criminal division that tries cases related to felonies, a civil division that hears cases in which the monetary claim is more than $15,000, and a probate division that is responsible for estates, adoptions, trusts, etc.

You can find Lucas County judicial records for cases tried by the Common Pleas Court through the county’s clerk of courts. The clerk’s website includes an online docket tool that you can use to perform a Lucas County case search. You can search by either case number or party name.

Once you’ve entered your search criteria, you’ll see a public index of matching cases.

To see more information about a particular case, you can click on a hot-linked case number. The website will then give you the option to narrow down the search of that case by court date. However, if you want to see the full record of case proceedings, you can select “Continue.”

After the clerk’s office has received your request, they will contact you with the total cost. Payment can be made in the form of cash, personal check, money order, or credit/debit card.

Here’s the address for visiting the clerk of courts in person or mailing in a records request:

Office hours are Monday through Friday, from 8:15 a.m. to 4:45 p.m.

You can also search the Clerk of Courts’ criminal docket online to find out what cases were or are heard on a given day. However, note that this tool won’t let you see more information about a case other than the hearing time and location, defendant name, and case number.

Below the Common Pleas Court are the four municipal courts in Lucas County. These courts try cases involving misdemeanors, traffic violations, and small claims cases (among others). All of the courts allow users to search Lucas County public records online.

Here is the contact information for the four courts:

How To View or Acquire Vital Records (Marriage, Divorce, Birth & Death) in Lucas County

Ohio public records that involve important life events (births, deaths, marriages, etc.) are categorized as “vital records.” Unlike in some other states, members of the general public can request copies of vital records, regardless of their relationship to the people named on the official documents.

This makes it possible to check public records to find out if someone is married or to get a copy of your own birth certificate.

In Lucas County, the Probate Court and the county’s Health Department are the primary custodians of vital records.

You can find details on how to use this tool in the section of this resource about court cases above. However, note that when scrolling through the search results, you’ll be able to see only case numbers, rather than case titles.

If you’re searching for information on someone with a common name, you may need to click through several records before finding the divorce case you’re looking for.

Access Lucas County Public Records Responsibly & Know Your Rights

Researching public records about people who lived or have lived in Lucas County is possible thanks to the Ohio Public Records Act (OPRA) and the U.S. Freedom of Information Act (FOIA).19, 20 These two laws help increase accountability and transparency when it comes to government-kept information.

However, it’s paramount that researchers take their responsibilities when using public records seriously. These responsibilities include never using any of the information gleaned from a public records search for illegal purposes.

That means you can’t just use records to commit identity theft — you also can’t use them to illegally discriminate against another person.

As discussed in the section above on background check reports, it’s illegal to use information gathered from what’s considered a personal check for professional reasons, such as employment or tenant screening. If you wish to look up someone’s information for these reasons, you must have their prior written consent.

That’s according to another law: the U.S. Fair Credit Reporting Act (FCRA). The FCRA also grants everyone the right to know what’s in their own records and to be able to dispute any inaccuracies found within.

If you believe someone has violated your FCRA rights by using information from an illegally conducted public records search against you, two agencies you can contact for help are:

Thinking more locally, you can also contact the Ohio Civil Rights Commission (OCRC) if you believe you’re a victim of discrimination.21

As long as the information you gather is used responsibly and legally, it’s possible to use Lucas County public records to find out more about anybody’s life and past.
